For the purpose of obtaining a supply of water for the use of the inhabitants of the Borough of Rangiora from the River Ashley or from the Ngapari Creek (otherwise known as Wilder's Creek), in the Mandeville and Rangiora Road District, the Corporation of the said borough, or the Council thereof, may, notwithstanding anything to the contrary contained in The Water-supply Act 1891, or any Acts amending the same, or otherwise, exercise the powers with regard to waterworks and water-supply conferred upon them by The Municipal Corporations Act 1886, and any Acts amending the same, without first obtaining the consent of the Waimakariri-Ashley Water-supply Board, or any other Water-supply Board for the time being exercising jurisdiction in the Waimakariri-Ashley Water-supply District:
Provided that nothing herein contained shall be deemed to affect the right of the Waimakariri-Ashley Water-supply Board to obtain its supply of water from the Ashley River at a point higher than the Gorge Bridge.
