2 Council to have control of all drains and watercourses within city

• (1) The Palmerston North City Council shall have and may, in regard to the cleansing, repairing, or otherwise maintaining of watercourses or drains within the City of Palmerston North, exercise the powers exercisable by Drainage Boards under the provisions of Part 1 of the Land Drainage Act 1908.

  (2) Nothing in this section shall be construed to authorize the Palmerston North City Council to exercise any jurisdiction in respect of the Manawatu River.
