Non-scheduled international flights

87ZE Commercial non-scheduled international flights not to be operated except as authorised by Secretary

(1)

Subject to section 87Z, no person shall operate a non-scheduled international flight engaged in the carriage of passengers, cargo, or mail for remuneration or hire between New Zealand and 1 or more points in any other country or territory, except as authorised by the Secretary and in accordance with such conditions as the Secretary may impose in accordance with guidelines specified by the Minister in accordance with subsection (2).

(2)

For the purposes of this section, the Minister may issue guidelines to the Secretary for the regulation of flights described in subsection (1).

(3)

The Minister may from time to time review and amend the guidelines referred to in subsection (2).

(4)

The Secretary shall, when requested by any person, make a copy of the guidelines issued in accordance with subsection (2) available to that person.
