Every person commits an offence and is liable to a fine not exceeding $2,000 who, being the Director of Area Mental Health Services in respect of any hospital or service that is being visited by a district inspector or an official visitor, or a responsible clinician, or an employee in any such hospital or service,—
(a) conceals or attempts to conceal from the district inspector or official visitor, or refuses or wilfully neglects to show to the district inspector or official visitor, any part of the hospital or service or any person detained or being treated in it; or
