Legislative history
(1) Section 4(1) of the Public Finance Act 1989 provides that no expenditure of public money shall be made other than in accordance with an appropriation by Act of Parliament:
(2) Section 4(2) of the Public Finance Act 1989 provides that no expense or liability shall be incurred by the Crown in relation to any transaction for which expenses or liabilities are required to be appropriated under section 4(3) of that Act other than in accordance with an appropriation by Act of Parliament:
(3) Section 4(6) of the Public Finance Act 1989 provides that an Appropriation Act may stipulate that an appropriation applies for a number of financial years that exceeds 1 but does not exceed 5:
(4) It is desirable that the Crown be authorised, in accordance with the appropriations made by this Act,—
(a) to spend public money and to incur expenses and liabilities during the financial year ending with 30 June 2005; and
(b) to spend public money and to incur expenses, during more than 1 financial year, for—
(i) the purchase of demand side management and reserve energy production by the Electricity Commission; and
(ii) the purchase of diesel fuel and other related items for the purpose of generating reserve electricity by the Whirinaki electricity generation plant; and
(iii) settlement of Treaty of Waitangi claims, including payment of redress and claimant funding; and
(iv) the acquisition of seismic data in New Zealand's offshore petroleum basins; and
(v) providing grants to the New Zealand Railways Corporation for upgrading the national rail network in accordance with a commitment made when the Crown purchased the network in June 2004:
The Parliament of New Zealand therefore enacts as follows:
