after “Receiving”

(2) Section 23(1) and (2) is amended by inserting “Kyoto”
after “to transfer”
.
(3) Section 23 is amended by omitting “independent”
in each place where it appears and substituting in each case “international”
.
(4) Section 23(3) is amended by inserting “Kyoto”
after “transfer of”
.
