(1) The register may be kept as an electronic register or in any other manner that the Registrar thinks fit.
(2) The register must be available for access and searching by the public at all times unless—
(a) the Registrar suspends the operation of the register, in whole or in part, in accordance with subsection (3); or
(b) otherwise prescribed.
(3) The Registrar may refuse access to the register or otherwise suspend the operation of the register, in whole or in part, if the Registrar considers that it is not practical to provide access to the register.
