This notice is administered by the Ministry of Transport.


Pursuant to sections 14, 15(6), 32, and 35 of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, the Minister of Transport gives the following notice.

Notice

1 Title and commencement
  • (1) This notice may be cited as the Transport (Vehicle Registration and Licensing) Amendment Notice 1999, and is part of the Transport (Vehicle Registration and Licensing) Notice 1995 (SR 1995/136) (the principal notice).

    (2) This notice comes into force on the 28th day after the date of its notification in the Gazette.

2 Form of registration plates (other than personalised registration plates or trade plates)
  • Clause 2(3) of the principal notice is amended by revoking paragraph (c), and substituting the following paragraph:

    • (c) in the case of plates for any motor vehicle not referred to in paragraph (a) or paragraph (b),—

      • (i) any combination of 2 letters, followed by any of the numbers from 1 to 9999 (inclusive), or

      • (ii) any combination of 3 letters, followed by any of the numbers from 1 to 999 (inclusive).

3 Combined trade plate and licence
  • (1) The principal notice is amended by inserting, after clause 7, the following clause:

    7A
    • A trade licence under section 34 of the Transport (Vehicle and Driver Registration and Licensing) Act 1986—

      • (a) must be in the form of Diagram No 4 in Schedule 1; and

      • (b) must be made as an aluminium plate with a yellow retro-reflective background, bearing, embossed in black,—

        • (i) the letter X, preceded or followed by 4 numerals; and

        • (ii) the last 2 digits of the year of its issue, arranged vertically to the right of the letter and numerals; and

      • (c) serves also as the trade plate for the motor vehicle in respect of which it is issued.

    (2) Clauses 4, 7 and 9 of the principal notice are revoked.

4 Form of licences (other than trade licences)
  • (1) Clause 8 of the principal notice is amended by revoking subclauses (2) and (3), and substituting the following subclauses:

    • (2) Subject to subclause (3), the licence for any motor vehicle must be in the form of Diagram No 2A or Diagram No 3 in Schedule 1.

    • (3) The large letter G in Diagram No 2A or Diagram No 3 in Schedule 1 must be replaced, in the same style,—

      • (a) in the case of the licence for a motor vehicle operated under a transport service licence (other than a vehicle to which paragraph (c) or paragraph (d) applies),—

        • (i) if current evidence of vehicle inspection is required for the vehicle but not a certificate of loading, by the letter T (representing the licence class); and

        • (ii) if current evidence of vehicle inspection and a certificate of loading is required for the vehicle, by the letter L (representing the licence class):

      • (b) in the case of the licence for a heavy motor vehicle for which current evidence of vehicle inspection is required (other than a heavy vehicle to which any of paragraphs (a), (c), and (d) applies), by the letter K (representing the licence class):

      • (c) in the case of the licence for a motor vehicle described in Part 2 of Schedule 1 of the Transport (Vehicle Registration and Licensing) Regulations 1994 (which relates to vehicles exempted from registration and licensing fees), by the letter A (representing the licence class):

      • (d) in the case of the licence for an exempted vehicle within the meaning of regulations referred to in section 101(1) of the Transit New Zealand Act 1989,—

        • (i) if current evidence of vehicle inspection is required for the vehicle, by the letter B (representing the licence class); and

        • (ii) if current evidence of vehicle inspection is not required for the vehicle, by the letter X:

      • (e) in the case of the licence for a motor vehicle not referred to in any of paragraphs (a) to (d) for which current evidence of vehicle inspection is not required, by the letter N (representing the licence class).

    (2) Clause 8(4) of the principal notice is amended by—

    • (a) inserting, before the word Diagram, the words Diagram No 2A or; and

    • (b) revoking paragraph (d).

5 Display of licences (other than trade licences)
  • (1) Clause 10(2) of the principal notice is amended by revoking paragraphs (a) to (e), and substituting the following paragraphs:

    • (a) If the vehicle is a motor cycle, moped, tractor, or trailer, the licence must be affixed—

      • (i) To the registration plate on the right-hand side; or

      • (ii) To the vehicle, immediately below or as close as is practicable to the registration plate:

    • (c) If the vehicle is not a motor cycle, moped, tractor, or trailer, and is fitted with a windscreen, the licence must be displayed on the inside of the windscreen, as close as is practicable to the bottom right-hand corner of the windscreen (when viewed from the outside and front of the vehicle):

    • (e) If the vehicle is not a motor cycle, moped, tractor, or trailer, and is not fitted with a windscreen, the licence must be affixed to the back of the vehicle, as close as is practicable to the registration plate.

    (2) Clause 10 of the principal notice is amended by revoking subclause (4).

6 Affixing of trade licences
  • The principal notice is amended by revoking clause 11, and substituting the following clause:

    11
    • A trade licence must be affixed on the rear of the motor vehicle concerned—

      • (a) in an upright position; and

      • (b) so that every letter, figure, and distinguishing mark on it is easily visible; and

      • (c) so that it is not readily detachable from the vehicle.

7 Form of licences and trade plate
  • Schedule 1 of the principal notice is amended by—

    • (a) revoking Diagram No 1 and Diagram No 2 and their headings, and inserting, before Diagram No 3, the diagram and heading first set out in the Schedule of this notice; and

    • (b) revoking Diagram No 4 and its heading, and substituting the diagram and heading secondly set out in the Schedule of this notice.

Explanatory note

This note is not part of the notice, but is intended to indicate its general effect.

This notice, which comes into force 28 days after notification in the Gazette, makes miscellaneous amendments to the Transport (Vehicle Registration and Licensing) Notice 1995. It—

  • allows ordinary registration plates (which at present must bear a combination of 2 letters and up to 4 digits) to bear a combination of 3 letters and up to 3 digits:

  • abolishes 2 forms of registration licence, and prescribes a new one:

  • prescribes a modified form of trade plate.
