(1) The chief executive may, in respect of an application, grant a licence to supply radio transmitters, or decline to do so.
(2) The chief executive may, at the chief executive's discretion, grant a licence to supply radio transmitters without requiring that an application be made.
(3) Every licence to supply radio transmitters includes a condition requiring that, if in any month the licensee supplies a radio transmitter to any person, the licensee must send to the chief executive, within 10 working days after the end of that month, a return as set out in Schedule 2.
