  • Preamble

    At Wellington this 5th day of March 2007

Pursuant to section 132AC of the Social Security Act 1964, His Excellency the Governor-General, acting on the advice and with the consent of the Executive Council, makes the following regulations.

1 Title
  • These regulations are the Social Security (Childcare Assistance) Amendment Regulations 2007.

2 Commencement
  • (1) These regulations (other than regulation 5 and Schedule 2) come into force at the beginning of 1 April 2007.

    (2) Regulation 5 and Schedule 2 come into force immediately after the commencement of the rest of these regulations.

3 Principal regulations amended
4 Schedule amended (income limits adjustment required by section 132AC(2)(a) of Social Security Act 1964)
  • Each provision of the Schedule of the principal regulations listed in the first column of Schedule 1 is amended by omitting the amount set out opposite to it in the second column and substituting in each case the amount set out opposite to it in the third column.

5 Schedule amended (income limits further increased, and rates increased)
  • Each provision of the Schedule of the principal regulations listed in the first column of Schedule 2 is amended by omitting the amount set out opposite to it in the second column and substituting in each case the amount set out opposite to it in the third column.

Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, most of which come into force on 1 April 2007, amend the Social Security (Childcare Assistance) Regulations 2004.

The amendments increase—

  • rates of childcare and OSCAR (out-of-school care and recreation) subsidies available to certain caregivers with dependent children; and

  • income limits considered in determining which of those rates is, in any particular case, appropriate.

Regulation 4 and Schedule 1 make the adjustment to those income limits that is required (on 1 April 2007, because of the total percentage increase in the New Zealand Consumers Price Index since 4 October 2004) by section 132AC(2)(a) of the Social Security Act 1964.

Regulation 5 and Schedule 2, which come into force immediately after the commencement of the rest of these regulations,—

  • increase further the income limits; and

  • increase the rates to reflect a 2.63% increase in the New Zealand Consumers Price Index (All Groups) from the December 2005 quarter to the December 2006 quarter.
