A person may, at a hearing of an application for leave to withdraw a petition, apply to be substituted as a petitioner in respect of the petition, if (and only if)—
(a) the person would, under section 230(1) of the Act, have been entitled to present the petition; and
(b) the person has given the Registrar of the Court, within 5 working days after the publication of the notice of intention to apply for leave to withdraw the petition, written notice that the person intends to apply to be substituted as a petitioner in respect of the petition.
