15.78.1 At least 15 working days before the day of the hearing,—
(a) the summons must be served on the sub-debtor personally; and
(b) the notice must be served on the judgment debtor personally.
15.78.2 When it is served on the sub-debtor, the summons binds in the hands of the sub-debtor as much of the debt owing or accruing from the sub-debtor to the judgment creditor as will satisfy—
(a) the debt due under the judgment or order; and
(b) the costs entered on the summons.
