This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 1 January 2013, declare the Ministry of Social Development to be an authorised user for the purposes of Part 30 of the Education Act 1989 (the Act).
National student numbers are assigned by the Secretary for Education to students enrolled with education providers (and to certain students exempted from enrolment with education providers) under section 343 of the Act.
An authorised user may use national student numbers only if they have been authorised or required to use them by the Secretary for Education. The Secretary may only authorise or require use of national student numbers for the purposes set out in section 344(2) of the Act, and the authorisation or requirement may be subject to conditions.
