Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, which come into force on the day after the date of their notification in the Gazette, amend the Customs and Excise Amendment Regulations 2013 (the principal regulations).

These regulations—

  • delay, from 1 July 2013 to 1 August 2013, substantive increases to fees that are connected to the implementation of the Joint Border Management System:

  • amend the inward cargo transaction fee in regulation 13A(2)(b) of the Customs and Excise Regulations 1996. The principal regulations made a substantive increase to that fee. These regulations reduce the increase in fee to reflect changes to the goods and services tax. From 1 August 2013, the inward cargo transaction fee will be $30.66 where the cargo or goods are carried on an aircraft.

Issued under the authority of the Acts and Regulations Publication Act 1989.

Date of notification in Gazette: 20 June 2013.

These regulations are administered by the New Zealand Customs Service.
