These regulations amend the Social Security (Childcare Assistance) Regulations 2004 (the principal regulations).

The amendments—

  • increase, on 1 April 2018, the rates of childcare and OSCAR (out-of-school care and recreation) subsidies available to certain caregivers with dependent children to reflect a 1.36% increase in the New Zealand Consumers Price Index from the December 2016 quarter to the December 2017 quarter (calculated for all quarters using the New Zealand Consumers Price Index (All Groups), excluding cigarettes and other tobacco products); and

  • ensure that, on and after 1 July 2018, a winter energy payment is not treated as income for the purpose of calculating entitlement to childcare assistance.

Issued under the authority of the Legislation Act 2012.

Date of notification in Gazette: 1 March 2018.
