Infrastructure Bill


Proposed motion to divide Bill into 4 Bills

Hon Bill English, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, and the Schedule be a separate Bill, and that for the enacting words, clauses 1 and 2, and the Part 1 heading there be substituted the following enacting words and clauses:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Utilities Access Act 2010.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.

That Part 2 be a separate Bill, and that for the Part 2 heading there be substituted the following enacting words and clauses:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Infrastructure (Amendments Relating to Utilities Access) Act 2010.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.

That Part 3 be a separate Bill, and that for the Part 3 heading and clause 41 there be substituted the following enacting words and clauses:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the New Zealand Railways Corporation Amendment Act 2010.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.

3 Principal Act amended
  • This Act amends the New Zealand Railways Corporation Act 1981.

That Part 4 be a separate Bill, and that for the Part 4 heading there be substituted the following enacting words and clauses:

The Parliament of New Zealand enacts as follows

1 Title
  • This Act is the Affordable Housing: Enabling Territorial Authorities Act Repeal Act 2010.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.


Explanatory note

This Supplementary Order Paper replaces Supplementary Order Paper 114. It divides the Infrastructure Bill into 4 Bills, each of which formed a Part of the original Bill. The 4 Bills are:

  • the Utilities Access Bill:

  • the Infrastructure (Amendments Relating to Utilities Access) Bill:

  • the New Zealand Railways Corporation Amendment Bill:

  • the Affordable Housing: Enabling Territorial Authorities Act Repeal Bill.
