9A National Animal Identification and Tracing Act 2012
The National Animal Identification and Tracing (Levies) Regulations 2012 (SR 2012/115) are confirmed.
This Supplementary Order Paper sets out an amendment to the Subordinate Legislation (Confirmation and Validation) Bill (57—1). The Bill prevents the lapse of certain subordinate legislation that, by virtue of the Acts under which it is made, lapses at a stated time unless earlier confirmed or validated by Act. The amendment relates to regulations made under section 62 of the National Animal Identification and Tracing Act 2012 on 5 June 2012, and imposing levies on owners of animals covered by the national animal identification and tracing scheme. The levies contribute to the scheme's funding. Under section 64(2) of that Act, the regulations will, if not earlier confirmed by an Act, be deemed to be revoked at the close of 30 June 2013. There appears to be no good reason why the regulations should not be confirmed. The Bill as introduced therefore ought to have included a clause confirming them. The amendment rectifies this omission, unnoticed until 26 October 2012.
