Crown Minerals (Permitting and Crown Land) Bill


Proposed motion to divide Bill into 5 Bills

Hon Simon Bridges, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, and Schedules 1A to 4 be a separate Bill, and that the enacting words, clauses 1 to 3, and the Part 1 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Crown Minerals Amendment Act 2013.

2 Commencement
  • This Act comes into force on the earlier of the following:

    • (a) the date appointed by the Governor-General by Order in Council:

    • (b) the date that is 2 years after the date on which the Act receives the Royal assent.

3 Principal Act
  • This Act amends the Crown Minerals Act 1991 (the principal Act).

That Part 2 be a separate Bill, and that the Part 2 heading and clause 55 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Conservation Amendment Act 2013.

2 Commencement
  • This Act comes into force on the earlier of the following:

    • (a) the date appointed by the Governor-General by Order in Council:

    • (b) the date that is 2 years after the date on which the Act receives the Royal assent.

3 Principal Act
  • This Act amends the Conservation Act 1987 (the principal Act).

That Part 3 be a separate Bill, and that the Part 3 heading and clause 59 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Continental Shelf Amendment Act 2013.

2 Commencement
  • This Act comes into force on the earlier of the following:

    • (a) the date appointed by the Governor-General by Order in Council:

    • (b) the date that is 2 years after the date on which the Act receives the Royal assent.

3 Principal Act
  • This Act amends the Continental Shelf Act 1964 (the principal Act).

That Part 4 be a separate Bill, and that the Part 4 heading and clause 63 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Reserves Amendment Act 2013.

2 Commencement
  • This Act comes into force on the earlier of the following:

    • (a) the date appointed by the Governor-General by Order in Council:

    • (b) the date that is 2 years after the date on which the Act receives the Royal assent.

3 Principal Act
  • This Act amends the Reserves Act 1977 (the principal Act).

That Part 5 be a separate Bill, and that the Part 5 heading and clause 70 be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Wildlife Amendment Act 2013.

2 Commencement
  • This Act comes into force on the earlier of the following:

    • (a) the date appointed by the Governor-General by Order in Council:

    • (b) the date that is 2 years after the date on which the Act receives the Royal assent.

3 Principal Act
  • This Act amends the Wildlife Act 1953 (the principal Act).


Explanatory note

The motion set out in this Supplementary Order Paper divides the Crown Minerals (Permitting and Crown Land) Bill into the following 5 Bills:

  • Crown Minerals Amendment Bill:

  • Conservation Amendment Bill (No 2):

  • Continental Shelf Amendment Bill:

  • Reserves Amendment Bill:

  • Wildlife Amendment Bill.

Part 1 and Schedules 1A to 4 become the Crown Minerals Amendment Bill. Part 2 becomes the Conservation Amendment Bill (No 2). Part 3 becomes the Continental Shelf Amendment Bill. Part 4 becomes the Reserves Amendment Bill and Part 5 becomes the Wildlife Amendment Bill.
