Resource Management Reform Bill


Proposed motion to divide Bill into 3 Bills

Hon Amy Adams, in Committee, to move as follows:

That the enacting words, clauses 1 and 2, Part 1, and Schedules 1 and 2 be a separate Bill, that the subpart headings in Part 1 be replaced with Part headings, and that the enacting words, clauses 1 and 2, and the Part 1 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Resource Management Amendment Act 2013.

2 Commencement
  • (1) Part 1 comes into force on the day after the date on which this Act receives the Royal assent.

    (2) Part 2 comes into force as follows:

    • (a) on the day after the date on which this Act receives the Royal assent, for the purposes of the preparation of the first Auckland combined plan under Part 4 of the Local Government (Auckland Transitional Provisions) Act 2010:

    • (b) on the day that is 3 months after the date on which this Act receives the Royal assent, for all other purposes.

    (3) Part 3 comes into force on a date appointed by the Governor-General by Order in Council, and 1 or more orders may be made appointing different dates for different provisions.

    (4) However, if any provision is not in force by the day that is 18 months after the date on which this Act receives the Royal assent, it comes into force on that day.

That Part 2 be a separate Bill, and that the Part 2 heading be replaced with:

1 Title
  • This Act is the Local Government (Auckland Transitional Provisions) Amendment Act 2013.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.

That Part 3 and Schedule 3 be a separate Bill, and that the Part 3 heading be replaced with:

The Parliament of New Zealand enacts as follows:

1 Title
  • This Act is the Local Government Official Information and Meetings Amendment Act 2013.

2 Commencement
  • This Act comes into force on the day after the date on which it receives the Royal assent.


Explanatory note

This Supplementary Order Paper divides the Resource Management Reform Bill into the following 3 Bills:

  • Resource Management Amendment Bill:

  • Local Government (Auckland Transitional Provisions) Amendment Bill (No 2):

  • Local Government Official Information and Meetings Amendment Bill.
