Education (Freedom of Association) Amendment Bill

Proposed amendment

David Clendon, in Committee, to move the following amendment:

New clause 11

To add the following new clause (after line 2 on page 6):

11 Funding services
  • (1) Funds must be made available to institutions which have to provide essential services that can no longer be provided by students associations because of funding shortfalls from reduced membership.

    (2) These services include, but are not limited to,—

    • (a) welfare services:

    • (b) advocacy services:

    • (c) academic representation:

    • (d) student media:

    • (e) disability support and accessibility.

    (3) These funds will be made available for 2 years from when this Act comes into force.

Explanatory note

This Supplementary Order Paper amends the Education (Freedom of Association) Amendment Bill . The Bill currently gives no additional funding to universities for services they will have to provide in lieu of students associations. This amendment ensures these services are not paid for by universities out of teaching budgets. The time frame of two years is to ensure associations can build a base of membership which may make it able for them to provide services.
