New clause 9A

After clause 9 (after line 27 on page 6), insert:

9A Arts Council to prepare strategic plan
  • (1) The Arts Council must, after public consultation, prepare and publish a 5-year strategic plan.

    (2) The strategic plan must outline—

Clause 14

In the heading to clause 14 (line 25 on page 8), replace may with to.

Clause 15(1)

In clause 15(1), replace may (line 11 on page 9) with must.

Clause 16(1)

In clause 16(1), replace may (line 20 on page 9) with must.

Explanatory note

This Supplementary Order Paper inserts in the Bill the requirement currently found in section 10 of the Arts Council of New Zealand Toi Aotearoa Act 1994 for the Arts Council to consult and create a strategic plan. The requirement is modified by increasing the period between strategic plans from 3 to 5 years. The Supplementary Order Paper also replaces “may” with to in the heading to clause 14, and replaces “may” with “must” in clauses 15(1) and 16(1), to require the Arts Council to designate and fund community arts providers, and to establish community arts councils.
