Proposed amendments

Eugenie Sage, in Committee, to move the following amendments:

Clause 4:

In clause 4(1) replace the definition of threatened species (lines 16 to 21 on page 16) with:

threatened species includes any species that falls within the definition of threatened species in any 1 or more of—

  • (a)  section 2(1) of the Biosecurity Act 1993; or

  • (b) the New Zealand Threat Classification System lists; or

  • (c) the Red List of Threatened Species of the International Union for the Conservation of Nature and Natural Resources.

In clause 4(1) insert the following definition in the appropriate alphabetical order:

New Zealand Threat Classification System means the system maintained by the Department of Conservation for assessing the risk of extinction of New Zealand species and classifying the species according to that risk

Clause 26A:

Delete clause 26A (line 6 to line 18 on page 29).

Explanatory note

This Supplementary Order Paper clarifies the definition of threatened species by specifically naming the scientifically recognised New Zealand and international lists of threatened species. It makes it clear that a determination of whether or not a species is threatened is a scientific one based on independent, credible scientific evidence rather than a political one. Accordingly the requirement for the Minister of Conservation to have to declared a species to be threatened for it to have this status is deleted.
