Proposed amendments

Chris Hipkins, in Committee, to move the following amendments:

Clause 31: new section 158F

In clause 31, new section 158F, replace paragraph (b) (lines 34 to 36 on page 29) with:

  • (b) ensure that the school delivers a curriculum in accordance with any applicable national educational guidelines published under section 60A(1); and

Clause 31: new section 158T

In clause 31, new section 158T(1), after 33, (line 6 on page 38) insert 60A,.

In clause 31, new section 158T(2), after 33, (line 12 on page 38) insert 60A,.


Explanatory note

This Supplementary Order Paper amends the Education Amendment Bill, which as currently drafted does not require partnership schools kura hourua to teach to the existing curriculum. Instead, the bill requires partnership schools kura hourua to deliver a curriculum that is in line with any foundation curriculum policy statements published under section 60A(1)(aa) of the Act.

All students in New Zealand schools should be taught a broad and balanced curriculum. The existing New Zealand curriculum is recognised as one of the best in the world. It is a significant concern that charter schools will not have to teach to the existing curriculum; subjects such as science may be distorted to fit the beliefs of school owners, rather than ensuring that students gain a solid understanding of established scientific principles.

This Supplementary Order Paper amends the bill to provide that partnership schools kura hourua deliver a curriculum in accordance with any applicable national educational guidelines published under section 60A(1) of the Act.
