Gambling (Gambling Harm Reduction) Amendment Bill

## Proposed amendments

Hon Trevor Mallard, in Committee, to move the following amendments:

Clause 18

Delete *clause 18*.

New clause 20

After *clause 19* (after line 14 on page 8), insert:

## 20 New section 106A inserted (Minimum amount of net proceeds to be distributed for authorised purposes)

After section 106, insert:

## “106A Minimum amount of net proceeds to be distributed for authorised purposes

“(1) From the commencement of the financial year ending 31 March 2015, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 40% of its GST exclusive gross proceeds.

“(2) From the commencement of the financial year ending 31 March 2016, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 41% of its GST exclusive gross proceeds.

“(3) From the commencement of the financial year ending 31 March 2017, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 42% of its GST exclusive gross proceeds.

“(4) From the commencement of the financial year ending 31 March 2018, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 43% of its GST exclusive gross proceeds.

“(5) From the commencement of the financial year ending 31 March 2019, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 44% of its GST exclusive gross proceeds.

“(6) From the commencement of the financial year ending 31 March 2020, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 46% of its GST exclusive gross proceeds.

“(7) From the commencement of the financial year ending 31 March 2021, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 47% of its GST exclusive gross proceeds.

“(8) From the commencement of the financial year ending 31 March 2022, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 48% of its GST exclusive gross proceeds.

“(9) From the commencement of the financial year ending 31 March 2023, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 49% of its GST exclusive gross proceeds.

“(10) From the commencement of the financial year ending 31 March 2024, the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 50% of its GST exclusive gross proceeds.”

## Explanatory note

This Supplementary Order Paper amends the Gambling (Gambling Harm Reduction) Amendment Bill to provide for the minimum amount of net proceeds that a licence holder must distribute for authorised purposes. This Supplementary Order Paper provides that the minimum amount of net proceeds that a licence holder must distribute for authorised purposes is the proportion equivalent to 40% of its GST exclusive gross proceeds from the commencement of the financial year ending 31 March 2015, with the proportion increasing by 1% each subsequent financial year until 31 March 2024.
