Gambling (Gambling Harm Reduction) Amendment Bill


Proposed amendments

Hon Trevor Mallard, in Committee, to move the following amendments:

New clause 20

After clause 19 (after line 14 on page 8), insert:

20 Section 317 amended (Integrated problem gambling strategy focused on public health)
  • (1) In section 317(2)(d), replace evaluation. with evaluation; and.

    (2) After subsection (2)(d), insert:

    • (e) host responsibility requirements and standards that aim to prevent and minimise the harm from gambling.

New clause 21

After clause 19 (after line 14 on page 8), insert:

21 New section 317A inserted (Department may cancel or suspend licences)
  • After section 317, insert:

    317A Department may cancel or suspend licences
    • Despite anything in any Act or regulations the Department may cancel or suspend the licence of any casino or class 4 operator or class 4 venue if the licensee does not meet the host responsibility requirements and standards under section 317(2)(e).


Explanatory note

This Supplementary Order Paper amends the Gambling (Gambling Harm Reduction) Amendment Bill, which as currently drafted does not require an integrated problem gambling strategy to include host requirements and standards that aim to prevent and minimise the harm from gambling.

This Supplementary Order Paper amends the Bill to require an integrated problem gambling strategy to include host requirements and standards with such an aim. This Supplementary Order Paper also provides that the Department may cancel or suspend the licence of any casino or class 4 operator or class 4 venue if the licensee does not meet the host responsibility requirements and standards.
