Proposed amendments

Dr Russel Norman, in Committee, to move the following amendments:

Heading to clause 6:

In the heading to clause 6 replace Sections 7 and (line 12 on page 6), with Section.

Clause 6:

In clause 6 replace sections 7 and (line 13 on page 6) with section.

Clause 6, new section 7:

In clause 6, delete new section 7 (lines 14 to 20 on page 6).


Explanatory note

This Supplementary Order Paper amends the Government Communications Security Bureau and Related Legislation Amendment Bill so as to reverse the amendments to the objective and functions of the GCSB, which change the GCSB from being a foreign intelligence agency to a mixed foreign and domestic intelligence agency. There is no justification for expanding the powers of the GCSB to impinge on our rights under the New Zealand Bill of Rights Act 1990 and allow for the GCSB to engage in mass surveillance of New Zealanders. This amendment returns the objective of the GCSB to that in the Government Communications Security Bureau Act 2003.
