Proposed amendments

Dr Russel Norman, in Committee, to move the following amendments:

Clause 12, new section 14:

In clause 12, new section 14(1), replace section 8B (line 23 on page 12) with sections 8A, 8B, and 8C.

In clause 12, new section 14(2), replace section 8B in the first place where it appears (line 32 on page 12), with sections 8A, 8B, and 8C.


Explanatory note

This Supplementary Order Paper amends the Government Communications Security Bureau and Related Legislation Amendment Bill. The current constraint in targeting New Zealand citizens or permanent residents is only in relation to the performance of the intelligence-gathering function of new section 8B, but that means that the Government Communications Security Bureau (GCSB) would be empowered to exercise the functions in new sections 8A and 8C in relation to New Zealand citizens and residents without constraint. This is unacceptable. This amendment inserts new sections 8A and 8C into the new section 14.
