In clause 27, delete new section 73(3), (lines 23 to 25 on page 13).
This Supplementary Order Paper amends clause 27 of the Bill. This amendment would remove new section 73(3) that would allow the National Animal Welfare Advisory Committee (NAWAC) to take into account practicality and economic impact when carrying out their functions.
New section 73(3)has been added to the Bill with the rational that it would increase the transparency of decision making of NAWAC. This Supplementary Order Paper removes this provision, as practicality and economic impact are already used too often to justify keeping animals in unethical and cruel conditions and this should not happen. This provision, as it stands, sends the wrong message about the factors that are important to consider in the development of any code or regulation and so should be removed.
