Social Security (Clothing Allowances for Orphans and Unsupported Children) Amendment Bill
Jacinda Ardern, in Committee, to move the following amendment:
In clause 4, replace new section 29B (page 2, lines 17 to 26) with:
29B Allowances for orphans and unsupported children
(1) This section applies if, under section 363 of the Children, Young Persons, and Their Families Act 1989, the rates of payment to persons or organisations in whose charge a child or young person is placed under section 362 of that Act includes a clothing allowance, weekly pocket money, or an annual birthday or Christmas allowance.
(2) A person who receives an orphan’s or unsupported child’s benefit in respect of a child is entitled to receive the equivalent clothing allowance, weekly pocket money, or annual birthday or Christmas allowance for that child in the same amount or at the same rate as those allowances referred to in subsection (1).
This Supplementary Order Paper replaces proposed new section 29B of the Bill to include weekly pocket money (already in care allowance, except for Family Home care-givers) and annual birthday and Christmas allowances to align allowances for unsupported children and orphans with those provided to foster children under the Children, Young Persons, and Their Families Act 1989.
