Crown Minerals (Petroleum) Amendment Bill

Proposed amendment

Jonathan Young, in Committee, to move the following amendment:

New clause 6B

After clause 6A (page 3, after line 7), insert:

6B Section 35 amended (Duration of permit)

In section 35, replace subsection (4) with:

(4)

An exploration permit for petroleum may be extended only—

(a)

in accordance with section 35A; and

(b)

on the grounds that the Government is protecting existing permit rights.

Explanatory note

This Supplementary Order Paper inserts new clause 6B in the Crown Minerals (Petroleum) Amendment Bill.

On 12 April 2018, the Government announced there will be no new permits for offshore exploration, yet during that announcement and subsequent announcements the Prime Minister and the Minister of Energy and Resources have both made assurances that they will be respecting and protecting existing permit rights. Those rights include, among other things, extensions of duration of permits under certain criteria as prescribed in the Minerals Programme for Petroleum 2013.
