Social Assistance Legislation (Budget 2019 Welfare Package) Amendment Bill

Proposed amendment

Hon Alfred Ngaro, in Committee, to move the following amendment:

New clause 6A

After clause 6 (page 3, after line 24), insert:

6A New section 194A inserted (MSD to report on key outcomes on repeal of sections 192 to 194)

Before section 195, insert:

MSD to report on key outcomes on repeal of sections 192 to 194

(1)

Every year, MSD must publish information on key outcomes for those interacting with the welfare system, including aggregated information about—

(a)

full and correct entitlements across the Ministry; and

(b)

take-up rates of payments; and

(c)

employment outcomes for people receiving a benefit; and

(d)

the impact of employment supports and services on those receiving a benefit; and

(e)

after-tax and abatement earnings; and

(f)

the financial outcomes for those people on a benefit who were formerly subject to a sanction under sections 192 to 194.

(2)

The information under subsection (1) may be published as—

(a)

part of MSD’s annual report; or

(b)

part of MSD’s statement of intent; or

(c)

a standalone report.

Explanatory note

This Supplementary Order Paper amends the Social Assistance Legislation (Budget 2019 Welfare Package) Amendment Bill. It introduces recommendation 5 of the Welfare Expert Advisory Group’s report, which provides for clear reporting on a number of outcomes related to Vote Social Development, as outlined in the Government’s pre-Budget announcement. The purpose of this Bill is to improve and increase the incomes for low-income individuals and families, and this amendment creates measures of and requires yearly reporting on the improved outcomes for benefit recipients.
