Climate Change Response (Zero Carbon) Amendment Bill

Proposed amendment

David Seymour, in Committee, to move the following amendment:

Clause 8

In clause 8, replace new section 5W (page 16, lines 11 to 28) with:

5W How emissions budgets are to be met

(1)

Emissions budgets can be met through—

(a)

domestic emissions reductions and domestic removals:

(b)

offshore mitigation.

(2)

In considering how emissions budgets may realistically be met, the Minister must be neutral as to whether emissions budgets are met through domestic emissions reductions and domestic removals or offshore mitigation.

5WA Order in Council to prescribe unit quality standard for meeting emissions budgets

(1)

The Governor-General may, by Order in Council made on the recommendation of the Minister, make regulations for the purpose of prescribing, for the purpose of meeting emissions budgets under section 5W, a quality standard for—

(a)

New Zealand units; and

(b)

approved overseas units.

(2)

Any regulations made under subsection (1) must ensure that New Zealand units and approved overseas units are subject to the same quality standards.

Explanatory note

This Supplementary Order Paper amends the Climate Change Response (Zero Carbon) Amendment Bill. This amendment is designed to ensure New Zealanders fulfil their emissions reduction obligations at least cost, or maximise their emissions reductions for a given cost. It also combats carbon leakage by ensuring New Zealanders don’t pay more per tonne to fulfil their emissions reduction obligations than overseas competitors. It introduces requirements for all units, regardless of origin, to be of a specific quality.
