WHEREAS by conveyance dated the twenty-seventh day of July, eighteen hundred and eighty-one, and registered in the Deeds Registry Office at Wellington as No. 41291, certain land comprised in the First Schedule hereto was vested in the Right Reverend Francis Redwood, Bishop of the Roman Catholic Church at Wellington, and his successors, Bishops of the Roman Catholic Church at Wellington, upon trust for the erection thereon of a place of worship for persons of the Roman Catholic faith: And whereas under and by virtue of the provisions of the Roman Catholic Lands Extension Act, 1890, the said lands became vested in the Roman Catholic Archbishop of Wellington: And whereas the said Archbishop is also seised in trust of the lands described in the Second Schedule hereto: And whereas a church was erected on the lands comprised in the First Schedule, wherein for many years past worship according to the rites of the Roman Catholic Church has been conducted: And whereas a new church is required to be erected, and, it being desirable that the same shall be erected on a more convenient site, the Archbishop resolved to sell the land described in the First Schedule, and acquire other lands in the Town of Featherston for the purpose of erecting thereon church buildings: And whereas a presbytery and church were erected on the land comprised in the Second Schedule, and which were for many years past used by the priest and congregation of the Roman Catholic Church: And whereas, owing to the growth and expansion of the Town of Carterton, the Archbishop resolved some years ago to acquire, and did acquire, other and more suitable lands for the purposes aforesaid: And whereas it is desired to sell the said land comprised in the Second Schedule and apply the net proceeds towards payment of the liabilities now existing on the present church and presbytery and school-grounds, and for the purpose of enlarging and further extending the buildings thereon, or for erecting further buildings: And whereas the powers requisite to enable the Roman Catholic Archbishop of Wellington to effectuate such sales and to expend the proceeds thereof in manner aforesaid are not attainable otherwise than by legislation:
