WHEREAS by section five of the Presbyterian Church Property Act 1885 Amendment Act, 1914, the Presbyterian Church Property Trustees are empowered to do certain things in relation to certain property vested in them, in every case with the consent of the General Assembly of the Presbyterian Church of New Zealand: And whereas the said General Assembly meets only once in each year, and the delay occasioned thereby in the exercise by the Trustees of the powers conferred on them as aforesaid is a cause of serious inconvenience to the Presbyterian Church and its Trustees, and also to persons dealing with them in relation to the property of the Church: And whereas by a resolution passed by the said General Assembly at its meeting held in Dunedin on the twelfth day of March, nineteen hundred and thirty, and duly recorded in the minutes of that meeting, the Trustees were authorized to promote legislation to enable the General Assembly to delegate its power of giving consent to the acts of the Trustees, as hereinafter appearing: And whereas it is desirable accordingly that effect should be given to such resolution:
