An Act to apply a sum out of the Ordinary Revenue to the service of the year ending the thirtieth day of June, One thousand eight hundred and sixty-one, and to appropriate sums to be raised by the “Debentures Act, 1860,” and the “New Zealand Loan Act, 1856.”

BE IT ENACTED by the General Assembly of New Zealand, in Parliament assembled, and by the authority of the same, as follows:—

I Short Title.

The Short Title of this Act shall be “The Appropriation Act, 1860.”

II There shall be applied for the service of the year ended 30th June, 1859, and 30th June, 1860, the sums of £8,176 4s. 8d., and £29,613 10s. 9d.

There shall and may be issued and applied towards making good the. Supply granted to Her Majesty, in addition to the sum, mentioned in the Civil List Act and other Acts, for the service of the year ended the 30th day of June, 1859, the sum of eight thousand one hundred and seventy-six pounds, four shillings and eight-pence; and for the service of the year ended the 30th day of June, 1860, the further sum of twenty-nine thousand six hundred and thirteen pounds and ten shillings and nine-pence; such sums, respectively to be payable and paid out of the principal monies authorised to be raised by the “Debentures Act, 1860.”

III There shall be applied for the service of the year ending 30th June, 1861, the sum of £105,366 9s. out of the Ordinary Revenue.

Appropriation to services hereafter expressed.

There shall and may be issued and applied towards making good the Supply granted to Her Majesty for the service of the year ending the 30th day of June, 1861, in addition to the sums mentioned in the Civil List Act and other Acts, the sum of one hundred and five thousand three hundred and sixty-six pounds and nine shillings out of the Ordinary Revenue to be appropriated towards or for the purposes hereinafter expressed.

Any sum or sums of money not exceeding four thousand one hundred and twenty-four pounds and five shillings to defray the salaries, contingencies, and expenses of the Establishments following:—

XIII There shall be applicable for the service of the year 1860–1 the sum of £38,411 5s. out of sums to be raised under the New Zealand Loan Act.

Appropriation to Services hereinafter expressed.

There shall and may be issued and applied for the services of the year 1860–1, put of the sum of One Hundred and Eighty Thousand Pounds authorised to be raised by the “New Zealand Loan Act, 1856,” for the purpose of extinguishing the Native Title to lands in the North Islands of New Zealand, the sum of Thirty Eight Thousand Four Hundred and Eleven Pounds and Five Shillings, to be appropriated towards or for the services hereinafter expressed.

XIV £4,041 5s. for salaries Land Purchase Department.

£16,370 for lands in Province of Auckland.

£10,000 for lands in Province of Wellington.

£8,000 for lands in Province of Hawke’s Bay.

Any sum or sums of money not exceeding Four Thousand and Forty-one Pounds and Five Shillings, to defray the salaries, contingencies, surveys, and expenses of the Land Purchase Department, and any sum or sums of money not exceeding Sixteen Thousand Three Hundred and Seventy Pounds, to defray the costs and charges of Native Lands purchased in the Province of Auckland, and any sum or sums of money not exceeding Ten Thousand Pounds, to defray the, costs and charges of Native Lands purchased in the Province of Wellington, and any sum or sums of money not exceeding Eight Thousand Pounds, to defray the costs and charges of Native Lands purchased in the Province ot Hawke’s Bay.

XV Power to issue Exchequer Bills to the amount of £25,000.

In order to provide means, in advance of the receipt of the Ordinary Revenue, for defraying the authorised expenditure of the General Government, it shall be lawful for the Colonial Treasurer, if thereunto authorised by an Order of the Governor in Council, from time to time to borrow and take up money on the security of Treasury Bills carrying interest at a rate not exceeding six per centum per annum, and payable out of the Ordinary Revenue, at the expiration of a term not exceeding twelve calendar months from the date thereof: Provided that the total amount of Principal money owing on the security of such Treasury Bills for the time being in circulation shall not at any time exceed £25,000.

XVI Sums to be issued by Treasurer under Governor’s Warrant.

The Treasurer of New Zealand shall issue and pay the said several sums to such persons for the purposes hereinbefore mentioned, upon such days and in such proportions as the Governor by any warrant to be signed by him, shall from time to time order and direct, and the payment so to be made shall he charged upon and payable out of such Revenues as aforesaid.

XVII Treasurer to be allowed credit for all sums so paid.

The said Treasurer shall in his accounts from time to time be allowed credit for any sum of money paid by him in pursuance of any warrant issued by virtue of this Act, and the receipt of the person to whom the same shall be so paid shall be a full and valid discharge to the said Treasurer in passing his said accounts for any such sum as shall be therein mentioned.
