Whereas by “The Civil Service Superannuation Act 1858” the Governor in Council was authorized to grant to officers placed on the retired list the allowances therein mentioned And whereas William Lott Howard retired from the civil service in the year one thousand eight hundred and fifty-nine and was placed on the retired list and an allowance was awarded to him under the provisions of the said Act And whereas in the Session of the General Assembly held in the year one thousand eight hundred and sixty-one “The Civil Service Amendment Act 1861” was passed and it is deemed equitable under the special circumstances which induced the retirement from the Government service of the said William Lott Howard that the allowance to him should henceforth be regulated by the provisions of “The Civil Service Amendment Act 1861”
