WHEREAS by a certain Act passed or intended to be passed in this Session of the General Assembly the Short Title whereof is “The Appeals from Provincial Rating Act, 1871” provision is made for an appeal against rates imposed under any Act or Ordinance of a Provincial Legislature if such Legislature enact that as to such rates there shall be an appeal under this Act And whereas Provincial Legislatures have in certain of the Acts and Ordinances intended to be hereby validated made provision for an appeal against rates and doubts have been raised as to the validity of such provisions and whether such invalidity has not rendered wholly invalid the laws in which the same have been contained And whereas by an Act passed or intended to be passed in this Session of the General Assembly the Short Title whereof is “The Highway Boards Empowering Act 1871” provision is made for enabling Superintendents of Provinces to declare in operation in any Highway District constituted under the laws of such Province all or any of the provisions of this said Act And whereas similar provisions to these contained of the said Act have been enacted in certain of the Provincial Acts and Ordinances intended to be hereby validated but doubts have been raised as to the validity of such enactments when passed by such Legislatures and doubts have also been raised whether the invalidity of such provisions has not in certain cases rendered wholly invalid the Provincial Law in which the same have been contained And whereas it is expedient that “The Provincial Acts Validation Act Continuance Act 1870” should be continued in force temporarily so that the several Provincial Legislatures may have time and opportunity to repeal such doubtful provisions as aforesaid and to alter and adapt the Acts and Ordinances hereby validated so as that advantage may he taken of the said Acts of the General Assembly:
