An Act relating to Post-cards and Postal Notes.
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows :—
1 Short Title.
The Short Title of this Act is “The Post Office Act, 1889.”
It shall be deemed to be incorporated with “The Post Office Act, 1881”
(herein referred to as “the principal Act”
), and to be included within the definition of “the Post Office Acts”
mentioned in the “principal Act.”
2 Power to issue post-cards for transmission to foreign countries.
Subject to any regulations made or to be made in pursuance of “the Post Office Acts,”
the Postmaster-General, with the consent of the Governor in Council, may from time to time make arrangements with the constituted authorities in England, or in any of Her Majesty’s colonies or possessions, or in any foreign country, for the reciprocal transmission of post-cards by means of the Post Office, subject to the payment of such rate of postage in respect of the same as may be mutually arranged in each case, but subject in all other respects to the provisions of the principal Act in relation to postcards sent by post within the colony.
3 Power to issue postal notes payable at any post-office.
Notwithstanding any enactment providing that postal notes are money orders and subject to payment only at post-offices which are also money-order offices, the Postmaster-General, with the consent of the Governor in Council, may from time to time make regulations authorising the payment of postal notes at any post-office, and prescribing the conditions to which such payments shall be subject, and the mode of accounting for all moneys so paid.
Any Postmaster paying a postal note under the aforesaid regulations shall be amenable to the same extent and in the same manner as if he were an officer of a money-order office paying such note.
