The Short Title of this Act is “The Arbitration Court Emergency Act, 1903 (No. 2).”

The Governor may appoint the person from time to time recommended to him by the President under section two of “The Arbitration Court Emergency Act, 1903,” as an acting member of the Court, and the person so appointed shall have and may exercise all the powers, duties, and functions of a member of the Court (other than the President) until the member for whom he is acting, by writing under his hand, addressed to the Clerk, informs the Clerk that he is able to resume his duties as member of the Court, or until the period for which such last-mentioned member was appointed expires or he otherwise ceases to be a member of the Court.
