An Act to encourage the Breeding in New Zealand of Horses suitable for Military Purposes.

BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—

1 Short Title.

This Act may be cited as the Remounts Encouragement Act, 1914.

2 Minister of Agriculture may pay subsidies to owners of stallions.

(1.)

For the purpose of encouraging the breeding of horses in New Zealand suitable for military purposes, the Minister of Agriculture is hereby authorized, subject to the conditions hereinafter expressed, to pay to the owners of any stallions a subsidy, not exceeding in any one case the sum of one hundred and fifty pounds, in respect of the services of such stallions for any breeding season.

(2.)

No subsidy shall be paid under this section in respect of any stallion unless the Minister is satisfied,—

(a.)

That the stallion has been examined by not less than two Government veterinarians and has been passed by them as being free from hereditary unsoundness;

(b.)

That the stallion is of such a type that his progeny are likely to be suitable for military purposes; and (c.) That the services of the stallion will be available throughout the season for which the subsidy is claimed for the service of such number of approved mares, at such rate, and on such conditions as may be prescribed by regulations under this Act.

3 Distribution of subsidies.

(1.)

In determining the stallions in respect of which subsidies may be paid under this Act the Minister shall, so far as practicable, provide that subsidies shall not be paid in respect of two or more stallions in any one locality.

(2.)

In determining the stallion in respect of which a subsidy may be paid for services in any locality the Minister may, if he thinks fit, have regard to the report of any agricultural and pastoral society with respect to the stallions exhibited at any meeting of the society.

4 Moneys to be appropriated.

All moneys payable under this Act shall be paid out of moneys to be appropriated by Parliament for the purpose, not exceeding in any one year the sum of four thousand pounds.

5 Regulations.

The Governor may from time to time, by Order in Council gazetted, make regulations for all or any of the following purposes:—

(a.)

Prescribing forms of application for subsidies under this Act;

(b.)

Prescribing the nature of the examination of stallions under this Act;

(c.)

Prescribing the requirements to be fulfilled by stallions in respect of which applications for subsidies are made under this Act;

(d.)

Prescribing the form of certificate to be given by veterinarians in respect of stallions passed by them for the purposes of this Act;

(e.)

Prescribing the means of determining the stallions in respect of which subsidies shall be granted; and

(f.)

Generally, prescribing such other matters and things as may be deemed expedient for the purpose of giving full effect to the provisions of this Act.
