An Act to amend the Government Railways Act, 1908

BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—

1 Short Title.

This Act may be cited as the Government Railways Amendment Act, 1919, and shall form part of and be read together with the Government Railways Act, 1908.

2 Classification Schedules repealed, and new Schedule substituted.

(1.)

The Schedule to the Government Railways Amendment Act, 1912, and the Schedules to the Government Railways Amendment Act, 1913, are hereby repealed, and the Schedule hereto substituted therefor.

(2.)

This section shall be deemed to have come into operation on the first day of April, nineteen hundred and nineteen.

3 Officers to be classified in accordance with Schedule hereto as on 1st April, 1919.

(1.)

The Minister shall cause all members, probationers, and apprentices in the service of the Department on the first day of April, nineteen hundred and nineteen, to be classified as on that date in accordance with the classification set forth in the Schedule hereto, and shall fix the rate of pay of each such member, probationer, and apprentice and the date on which his first annual increment (if any) begins to be payable:

Provided that—

(a.)

With respect to every member and probationer, the right to advance from one subgrade to another, or, where there are no subgrades, the right to receive any increase of pay in any year, shall in each case depend upon the efficiency and good conduct of that member or probationer, and no such advancement shall be made or increase payable unless the permanent head of the Department certifies in writing that the member or probationer is entitled thereto:

(b.)

Except in the case of promotion, or in any case where, by the Schedule hereto, the rate of pay of any member or probationer is fixed by reference to his age, no increase of the pay of any member or probationer shall begin earlier than twelve months after the date of his appointment or after the date on which his last previous increase began to be payable, as the case may be:

(c.)

In any case where, by the Schedule hereto, the rate of pay of any member or probationer is fixed by reference to his age, that member or probationer shall, subject to the foregoing provisions of this section, be entitled to an increase of pay in every year as from the date of his birthday.

(2.)

The Governor-General may from time to time make regulations prescribing tests of efficiency for officers in Subgrade 2 and Subgrade 4 of Grade 7 of Subdivision II of the First Division of the Department as classified in accordance with the Schedule hereto.

4 Annual list of officers, with particulars as to classification, to be laid before Parliament.

From such classification there shall be prepared and laid before Parliament each year a list setting out in order of classification the name, status, and pay of each member, probationer, and apprentice, and the length of time he has been in the service of the Department.

5 Consequential repeals.

Section three of the Government Railways Amendment Act, 1912, paragraph (b) of section fifteen of the Government Railways Amendment Act, 1913, and sections seventeen, eighteen, and nineteen of the last-mentioned Act are hereby repealed.

Engineering (civil, mechanical, and drafting) cadets shall be entitled to receive £10 per annum in addition to the rates specified for Grade 8, until completion of their cadetship.

Members of Grade 8 living away from their homes shall be paid 10s. a week lodging-allowance while in Subgrade 1, 8s. a week while in Subgrade 2, and 6s. a week while in Subgrade 3.

Members of Grade 8 (other than engineering cadets) who pass the Matriculation Examination or who pass with credit the prescribed examination for candidates for admission to the Public Service shall be entitled to count six months’ service therefor. This provision shall not apply in the case of engineering cadets who are transferred to the clerical staff.

Members of Grade 8 (other than engineering cadets) who are certified by competent teachers as able to write one hundred words per minute in shorthand and to type forty words per minute on the typewriter shall be entitled to count nine months’ service for such certificate if in the case of youths who have passed the examination prescribed for candidates for admission to the Public Service shorthand was not one of the subjects taken to enable them to pass.
