An Act to extend the Operation of the Local Authorities Empowering (Relief of Unemployment) Act, 1926.
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—
1 Short Title.
This Act may be cited as the Local Authorities Empowering (Relief of Unemployment) Amendment Act, 1928, and shall be read together with and deemed part of the Local Authorities Empowering (Relief of Unemployment) Act, 1926 (hereinafter referred to as the principal Act).
2 Extension of period within which local authorities may borrow money in relief of unemployment.
(1)
No moneys shall be borrowed under the authority of the principal Act after the thirtieth day of June, nineteen hundred and twenty-nine.
(2)
For the purposes of this Act the reference in subsection three of section two of the principal Act to section twenty of the Finance Act, 1919, shall be construed as a reference to the corresponding provisions of the Local Government Loans Board Act, 1926.
Repeal.
(3)
The Local Authorities Empowering (Relief of Unemployment) Extension Act, 1927, is hereby repealed.
3 Authorizing payment to local authorities of subsidies in respect of amounts expended in relief of unemployment.
(1)
Where any local authority within the meaning of the Local Bodies’ Loans Act, 1926, has, whether before or after the passing of this Act, provided work in relief of unemployment the Minister of Finance may, without further appropriation than this section, pay to such local authority, out of the Ordinary Revenue Account of the Consolidated Fund, such amount as he thinks fit by way of subsidy on the amount expended by the local authority in respect of such work.
(2)
The aggregate amount paid under this section and under section four of the Imprest Supply Act, 1927, shall not exceed three hundred thousand pounds.
(3)
All moneys received by a local authority under this section shall be applied in relief of unemployment on such public works as may be approved for the purpose by the Minister of Public Works, and shall be so applied in accordance with such conditions (if any) as that Minister may impose.
Consequential repeal.
(4)
Section four of the Imprest Supply Act, 1927, is hereby repealed:
Saving.
Provided that the repeal of the said section shall not affect the authority thereby conferred on the Minister of Finance to pay subsidy on any amount which has heretofore been expended by a local authority on works undertaken in relief of unemployment but in respect of which a subsidy has not heretofore been paid in accordance with the said section.
