An Act to provide for the Re-establishment of Disabled Soldiers in Civil Employment or Occupation.
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—
1 Short Title.
This Act may be cited as the Disabled Soldiers’ Civil Re-establishment Act, 1930.
2 Interpretation.
In this Act, if not inconsistent with the context,—
“Disabled soldier” means—
(a)
Any member of the Forces within the meaning of the War Pensions Act, 1915, who was a member of any Expeditionary Force raised in New Zealand for service beyond New Zealand in the war with Germany; and
(b)
Any person who served in South Africa as a member of any New Zealand Contingent during the Boer War—
whose ability to obtain and retain suitable employment has been impaired as a result of physical or mental disablement, whether or not he is in receipt of a pension under the said War Pensions Act, 1915:
“Minister” means the Minister for the time being charged with the administration of the War Pensions Act, 1915.
3 Powers of Minister with respect to establishment of disabled soldiers in civil employment or occupation.
The Minister may, for the purpose of assisting disabled soldiers to obtain suitable employment or to engage in suitable occupations,—
(a)
Appoint local advisory committees in respect of specified districts or localities:
(b)
Make arrangements with employers for the employment of disabled soldiers:
(c)
Establish and carry on schemes for vocational training of disabled soldiers:
(d)
Make payments to disabled soldiers to supplement their earnings in any employment.
4 Minister may delegate powers to Commissioner of Pensions.
(1)
The Minister may from time to time, by writing under his hand, delegate to the Commissioner of Pensions such of his powers and functions under this Act as he thinks fit.
(2)
Any such delegation as aforesaid may be at any time in like manner revoked.
(3)
The fact that the Commissioner of Pensions exercises or performs any such power or function of the Minister shall be sufficient evidence of his authority in that behalf.
5 Employment and vocational officers.
There may from time to time be appointed as officers of the Public Service such employment and vocational officers as may be necessary for the purpose of carrying out the objects of this Act.
6 Membership and functions of local advisory committees.
(1)
In appointing local advisory committees the Minister shall, so far as practicable, appoint to every such committee a representative or representatives of societies or associations controlling war funds, of organizations of employers and of workers, of branches of the New Zealand Returned Soldiers’ Association (Incorporated), and of branches of the New Zealand Branch of the British Red Cross and Order of St. John (Incorporated).
(2)
All local advisory committees shall possess and exercise such advisory or consultative functions in respect of this Act as the Minister thinks fit to confer upon them, and also such of the administrative powers and functions of the Minister as he thinks fit to delegate to them.
7 Section 18 of Finance Act, 1919, to apply to purposes of this Act.
Section eighteen of the Finance Act, 1919, shall hereafter be read as if the references therein to the purposes of the Repatriation Act, 1918, were references to the purposes of this Act.
8 Regulations.
The Governor-General may from time to time, by Order in Council, make all such regulations as may be necessary for the effectual carrying-out of the objects of this Act.
