An Act to amend the Animals Act 1967
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:
1 Short Title
This Act may be cited as the Animals Amendment Act 1969, and shall be read together with and deemed part of the Animals Act 1967 (hereinafter referred to as the principal Act).
2 Control of importation of animals and prevention of introduction of disease
(1)
Section 12 of the principal Act is hereby amended by repealing paragraph (i), and substituting the following paragraph:
“(i)
Requiring the sealing to the satisfaction of an Inspector, on any ship or aircraft arriving in New Zealand from outside the seaward limits of the territorial sea of New Zealand, of food lockers containing meat that has come from any overseas country, or any meat that has been in the same locker as meat that has come from an overseas country; and providing for the seizure of all such meat if the locker cannot be sealed to the satisfaction of an Inspector:”.
(2)
Section 12 of the principal Act is hereby further amended by omitting from paragraph (1) the words “landed in New Zealand from any overseas country”
, and substituting the words “that has come into New Zealand from any ship or aircraft arriving in New Zealand from outside the seaward limits of the territorial sea of New Zealand; and prohibiting the dumping of any such garbage, rubbish, or packing material within New Zealand or the territorial sea or internal waters of New Zealand”
.
3 Prohibition on importation of certain animals
Section 14 of the principal Act is hereby amended by inserting, after subsection (1), the following subsections:
“(1a)
Subsection (1) of this section shall extend to the egg, semen, and carcass of any animal specified in that subsection.
“(1b)
Notwithstanding the foregoing provisions of this section, the Minister or a person authorised by him in that behalf may, by permit and subject to such conditions as may be specified therein, authorise the importation for the fur manufacturing trade of the skins of any of the animals specified in paragraphs (d), (e), (f), and (j) of subsection (1) of this section.”
4 Regulations for preventing spread of disease
Section 25 of the principal Act is hereby amended by inserting, after paragraph (o), the following paragraph:
“(oo)
Prohibiting or controlling or regulating the transit of animals within New Zealand; and prescribing the conditions under which animals may be transported, types of transport for animals, and provision of food for animals during transit:”.
5 Veterinary surgeons to advise Inspector of existence or suspected existence of disease
Section 28 of the principal Act is hereby amended by omitting the words “give notice to”
, and substituting the word “advise”
.
6 Brucellosis of cattle
(1)
Section 53 of the principal Act is hereby amended by adding to subsection (1) the following paragraph:
“(c)
Tested for brucellosis by an Inspector or by a registered veterinary surgeon appointed as a Brucellosis Testing Officer by the Minister.”
(2)
Section 53 of the principal Act is hereby further amended—
(a)
By adding to paragraph (b) of subsection (1) the word “or”

(b)
By omitting from subsection (2) the words “with the tuberculin test”
in the first place where they appear in the subsection, and substituting the words “for tuberculosis or brucellosis”
:
(c)
By omitting from subsection (2) the words “with the tuberculin test”
in the second place where they appear in the subsection:
(d)
By omitting from subsection (3) the words “with the tuberculin test”
:
(e)
By omitting from subsection (4) the word “tuberculin”
:
(f)
By inserting in subsection (4), after the word “tuberculosis”
, the words “or brucellosis”
:
(g)
By omitting from the second proviso to subsection the words “with the tuberculin test”
:
(h)
By omitting from subsection (8) the words “with the tuberculin test”
, and substituting the words “for tuberculosis or brucellosis”
.
(3)
Section 53 of the principal Act is hereby further amended by repealing paragraph (c) of subsection (15), and substituting the following paragraph:
“(c)
Providing for the registration or certification of dairy herds or beef herds which have been tested and are free from tuberculosis or brucellosis.”
7 Notice to treat sheep affected with lice or keds
Section 57 of the principal Act is hereby amended by omitting from subsection (1) the word “forthwith”
, and substituting the words “on or before the date specified in the notice”
.
