Contents
An Act to make provision with respect to public finances and other matters
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:
1 Short Title
This Act may be cited as the Finance Act 1979.
2 Validating collection of School Certificate fees at increased rate
The Education (Secondary Instruction) Regulations 1975, Amendment No. 6 are hereby deemed to have come into force on the 1st day of June 1979.
3 Validating payments made in respect of United World Colleges Scholarships
Notwithstanding that section 193 of the Education Act 1964 requires bursaries established under that Act by the Minister of Education to be awarded in accordance with regulations made under that Act in that behalf, and to be of such annual or other specified value as is prescribed in regulations so made,—
(a)
The actions of the Director-General of Education in awarding certain bursaries established by the Minister of Education and known as United World Colleges Scholarships before the commencement of this Act otherwise than in accordance with regulations so made are hereby validated and deemed to have been lawful; and
(b)
The actions of the Minister of Education and the Minister of Finance in approving, and of the Director-General in making,—
(i)
Payments amounting to $5,834 in the year that ended with the 31st day of March 1975; and
(ii)
Payments amounting to $16,058 in the year that ended with the 31st day of March 1976; and
(iii)
Payments amounting to $12,716 in the year that ended with the 31st day of March 1977; and
(iv)
Payments amounting to $9,548 in the year that ended with the 31st day of March 1978; and
(v)
Payments amounting to $12,512 in the year that ended with the 31st day of March 1979— to and in respect of the holders of United World Colleges Scholarships otherwise than in accordance with rates prescribed in regulations so made are hereby validated and deemed to have been lawful; and
(c)
The Director-General is hereby authorised and empowered to pay to and in respect of the holders of United World Colleges Scholarships during the year ending with the 31st day of March 1980 such sums as he thinks fit not exceeding in the aggregate $15,000.
4 New Plymouth High School Board: Validating unlawful application of proceeds from sale of reserves
Notwithstanding section 11 of the Education Lands Act 1949, the actions of the New Plymouth High School Board, in or about the year 1974, in applying towards the cost of building an assembly hall the sum of $45,400 received by it from the sale in or about the year 1972 of certain land that was high school reserve are hereby validated and deemed to have been lawful.
5 Repeals and savings
(1)
The following enactments are hereby repealed—
(a)
The Schedule to the Finance Act 1977:
(b)
Part II of, and the Schedule to, the Finance Act 1978.
(2)
The repeal of Part II of the Finance Act 1978 shall not affect the validity of any payment made valid by section 4 or section 5 of that Act.
This Act is administered in the Treasury.
