Contents
An Act—
(a)
To issue and apply certain sums of public money for the year ending with the 30th day of June 1993; and
(b)
To authorise expenses to be incurred, in relation to certain classes of outputs and categories of other expenses, for the year ending with the 30th day of June 1993; and
(c)
To appropriate the supply granted in the year ending with the 30th day of June 1998
MOST GRACIOUS SOVEREIGN,—We, Your Majesty’s most dutiful and loyal subjects, the House of Representatives of New Zealand in Parliament assembled, towards making good the supply which we have cheerfully granted to Your Majesty in this year, have resolved to grant unto Your Majesty (subject to certain variations in the sums granted by the Appropriation Act (No. 2) 1992) the amounts hereinafter mentioned, and do therefore most humbly beseech Your Majesty that it may be enacted: And be it enacted by the Parliament of New Zealand as follows:
1 Short Title
(1)
This Act may be cited as the Appropriation Act 1993.
(2)
This Act relates to the year ending with the 30th day of June 1993 (hereinafter referred to as this year).
2 Interpretation
In this Act, unless the context otherwise requires,—
“Amount of each expense” means each amount set out in bold type, in relation to an appropriation for a class of outputs under Mode B or to an appropriation for a category of other expenses,—
(a)
In Part A of the Supplementary Estimates under the column headed Supplementary Estimates; or
(b)
In Part A of the Final Supplementary Estimates under the column headed Final Supplementary Estimates:
“Amount of expenses and public money” means the amount set out in bold type—
(a)
In Part A of the Supplementary Estimates under the column headed Supplementary Estimates; or
(b)
In Part A of the Final Supplementary Estimates under the column headed Final Supplementary Estimates,—
in the Vote administered by a security and intelligence department (as defined in section 70a of the Public Finance Act 1989):
“Amounts of public money”—
(a)
Means the amounts set out in bold type—
(i)
In Part A of the Supplementary Estimates under the column headed Supplementary Estimates; or
(ii)
In Part A of the Final Supplementary Estimates under the column headed Final Supplementary Estimates; but
(b)
Does not include—
(i)
Amounts for appropriations for classes of outputs under Mode B; or
(ii)
Amounts for appropriations for categories of other expenses; or
(iii)
Amounts for appropriations for any security and intelligence department (as defined in section 70a of the Public Finance Act 1989):
“Part A of the Supplementary Estimates” means Part A—Annual Appropriations, in relation to the Vote or Votes administered by each Department, in the Supplementary Estimates of Annual Appropriations and Departmental Budgets of the Government of New Zealand for the Year Ending 30 June 1992 (B. 7 [Pt. II]):
“Part A of the Final Supplementary Estimates” means Part A—Annual Appropriations, in relation to the Vote or Votes administered by each Department, in the Final Supplementary Estimates of Annual Appropriations and Departmental Budgets of the Government of New Zealand for the Year Ending 30 June 1992 (B. 7 [Pt. IIa]).
3 Appropriations additional to Appropriation Act (No. 2) 1992
The appropriations authorised by sections 4 to 9 of this Act to be issued and applied are additional to those authorised for this year by the Appropriation Act (No. 2) 1992.
4 Appropriations for expenses to be incurred for classes of outputs pursuant to Mode B
(1)
Expenses may be incurred, towards making good the authority to incur expenses granted to Her Majesty for the service of this year in relation to—
(a)
The classes of outputs pursuant to Mode B enumerated in column 4 of the First Schedule to this Act; and
(b)
The classes of outputs pursuant to Mode B enumerated in column 4 of the Second Schedule to this Act,—
which expenses include the costs and expenses that have been incurred under the Imprest Supply Acts passed in relation to this year.
(2)
The Minister of Finance may issue and apply sums of public money for the purpose of meeting expenses incurred under the authority of subsection (1) of this section, which sums include the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(3)
The expenses to which subsection (1) of this section relates are hereby separately appropriated for the class of outputs against which the amount of each expense is shown in the several Votes contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 4 of the First Schedule to this Act or in columns 2 and 4 of the Second Schedule to this Act.
5 Appropriations for expenses to be incurred for categories of other expenses
(1)
Expenses may be incurred towards making good the authority to incur expenses granted to Her Majesty for the service of this year, in relation to—
(a)
The categories of other expenses enumerated in column 5 of the First Schedule to this Act; and
(b)
The categories of other expenses enumerated in column 5 of the Second Schedule to this Act,—
which expenses include the expenses that have been incurred under the Imprest Supply Acts passed in relation to this year.
(2)
The Minister of Finance may issue and apply sums of public money for the purpose of meeting expenses incurred under the authority of subsection (1) of this section, which sums include the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(3)
The expenses to which subsection (1) of this section relates are hereby separately appropriated for the categories of other expenses against which the amount of each expense is shown in the several Votes contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 5 of the First Schedule to this Act or in columns 2 and 5 of the Second Schedule to this Act.
6 Appropriations of public money for capital contributions
(1)
The Minister of Finance may issue and apply amounts of public money, for the purposes of—
(a)
The appropriations pursuant to Mode B enumerated in column 6 of the First Schedule to this Act; and
(b)
The appropriations pursuant to Mode B enumerated in column 6 of the Second Schedule to this Act; and
(c)
The appropriation pursuant to Mode A enumerated in column 5 of the Third Schedule to this Act; and
(d)
The appropriation pursuant to Mode A enumerated in column 5 of the Fourth Schedule to this Act,—
towards making good the supply granted to Her Majesty for the service of this year, which amounts include the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(2)
The amounts of public money to which subsection (1) of this section relates are hereby separately appropriated for expenditure on the capital contribution against which each amount is shown in the several Votes contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 6 of the First Schedule to this Act, in columns 2 and 6 of the Second Schedule to this Act, in columns 2 and 5 of the Third Schedule to this Act, or in columns 2 and 5 of the Fourth Schedule to this Act.
7 Appropriations of public money for benefits or grants
(1)
The Minister of Finance may issue and apply amounts of public money, for the purposes of—
(a)
The appropriations pursuant to Mode B enumerated in column 7 of the First Schedule to this Act; and
(b)
The appropriations pursuant to Mode B enumerated in column 7 of the Second Schedule to this Act; and
(c)
The appropriation pursuant to Mode A enumerated in column 6 of the Third Schedule to this Act,—
towards making good the supply granted to Her Majesty for the service of this year, which amounts include the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(2)
The amounts of public money to which subsection (1) of this section relates are hereby separately appropriated for expenditure on the category of benefit or grant against which each amount is shown in the several Votes contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 7 of the First Schedule to this Act, in columns 2 and 7 of the Second Schedule to this Act, or in columns 2 and 6 of the Third Schedule to this Act.
8 Appropriation of public money for programmes pursuant to Mode A
(1)
The Minister of Finance may issue and apply amounts of public money, for the purposes of—
(a)
The appropriations pursuant to Mode A enumerated in column 4 of the Third Schedule to this Act; and
(b)
The appropriation pursuant to Mode A enumerated in column 4 of the Fourth Schedule to this Act,—
towards making good the supply granted to Her Majesty for the service of this year, which amounts include the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(2)
The amounts of public money to which subsection (1) of this section relates are hereby separately appropriated for expenditure on the programme against which each amount is shown in the Vote contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 4 of the Third Schedule to this Act, or in columns 2 and 4 of the Fourth Schedule to this Act.
9 Appropriations for expenses to be incurred and public money to be expended for classes of outputs and capital contributions pursuant to Mode B in relation to security and intelligence department
(1)
Expenses may be incurred, in relation to—
(a)
The appropriation for classes of outputs and capital contributions pursuant to Mode B enumerated in column 4 of the Fifth Schedule to this Act; and
(b)
The appropriation for classes of outputs and capital contributions pursuant to Mode B enumerated in column 4 of the Sixth Schedule to this Act,—
which expenses include the costs and expenses that have been incurred under the Imprest Supply Acts passed in relation to this year.
(2)
The Minister of Finance may issue and apply sums of public money for the purposes of—
(a)
The appropriation for outputs and capital contributions pursuant to Mode B enumerated in column 4 of the Fifth Schedule to this Act; and
(b)
The appropriation for outputs and capital contributions pursuant to Mode B enumerated in column 4 of the Sixth Schedule to this Act,—
which sums include sums for the purpose of meeting expenses incurred under the authority of subsection (1) of this section and the sums of public money that have been issued and applied under the Imprest Supply Acts passed in relation to this year.
(3)
The expenses to which subsection (1) of this section relates and the sums of public money to which subsection (2) of the section relates are hereby separately appropriated for the class of outputs and the capital contribution against which each amount of expenses and public money is shown in the Vote contained in the Supplementary Estimates and the Final Supplementary Estimates and as set out in columns 2 and 4 of the Fifth Schedule to this Act or in columns 2 and 4 of the Sixth Schedule to this Act.
10 Expenditure of trading revenue for classes of outputs pursuant to Mode B
In respect of this year, costs may be incurred pursuant to section 10(1) of the Public Finance Act 1989 for the classes of outputs specified in the Seventh Schedule to this Act or in the Eighth Schedule to this Act.
