An Act to sanction and validate financial matters relating to the financial year ended on the 30th day of June 1993

BE IT ENACTED by the Parliament of New Zealand as follows:

1 Short Title

This Act may be cited as the Appropriation (Financial Review) Act 1994.

2 Sanctioning of unappropriated expenses and expenditure approved by the Minister of Finance

Whereas, for the year ended with the 30th day of June 1993, the Minister of Finance, pursuant to section 12 of the Public Finance Act 1989 (as substituted by section 13 of the Public Finance Amendment Act 1992), approved, for that year, the incurring, in excess of or without appropriation by Parliament, of expenses on the classes of outputs and categories of other expenses shown in column 4 of the First Schedule to this Act (the expenses so approved being shown in each case in the First Schedule to this Act against the class of output or the category of other expenses for which the approval was given) and similarly approved for that year the expenditure, in excess of or without appropriation by Parliament, of the public money on the payments on behalf of the Crown shown in column 5 of the First Schedule to this Act (the public money so approved being shown in each case in the First Schedule to this Act against the payment on behalf of the Crown for which the approval was given): And whereas such expenses were incurred and such expenditure was made accordingly: Be it therefore enacted that the incurring of those expenses and the expenditure of that public money is hereby sanctioned.

3 Validation of unappropriated expenses and expenditure not approved by the Minister of Finance

(1)

The incurring in the year ended with the 30th day of June 1993 of the expenses on the classes of outputs and the category of other expenses specified in column 4 of the Second Schedule to this Act, being expenses incurred in excess of or without appropriation by Parliament, is hereby validated.

(2)

The expenditure in the year ended with the 30th day of June 1993 of the sums of public money on the payments on behalf of the Crown specified in column 5 of the Second Schedule to this Act, being sums of money expended in excess of or without appropriation by Parliament, is hereby validated.

4 Validation of unappropriated expenditure in respect of land held for setdement of historical Treaty of Waitangi claim

Whereas, in the year ended with the 30th day of June 1993, the Department of Justice expended out of public money the sum of $1,029,000 against the appropriation payment to DOSLI in respect of land held for settlement of an historical Treaty of Waitangi claim: And whereas that sum exceeded by $443,000 the amount of money appropriated by Parliament for expenditure in that year by the Department of Justice in respect of the payment to DOSLI: Be it therefore enacted that the expenditure of that sum of $443,000, being a sum in excess of the amount appropriated by Parliament, is hereby validated.
