108 Licence may be refused if contrary to local alcohol policy

The licensing authority or licensing committee concerned may refuse to issue a licence if—

(a)

there is any relevant local alcohol policy; and

(b)

in its opinion, the issue of the licence, or the consequences of the issue of the licence, would be inconsistent with the policy.
