Pursuant to the Education Act 1964, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following regulations.

Regulations

1 Title and commencement

(1)

These regulations may be cited as the United World Colleges Scholarships Regulations 1980.

(2)

These regulations shall come into force on the 14th day after the date of their notification in the Gazette.

2 Interpretation

In these regulations, unless the context otherwise requires,—

college means a United World College

Committee means the United World Colleges in New Zealand (Inc.), a society duly incorporated under the Incorporated Societies Act 1908

scholarship means a United World Colleges Scholarship established by regulation 3(1)

school means a secondary school, and includes a private secondary school registered in accordance with section 214 of the Education and Training Act 2020

year means a period of 12 months commencing on 1 September.

Regulation 2 year: added, on 1 September 1984, by regulation 2 of the United World Colleges Scholarships Regulations 1980, Amendment No 1 (SR 1984/154).

3 United World Colleges Scholarships established

(1)

There are hereby established scholarships, to be known as United World Colleges Scholarships, to be awarded to persons to enable them to undertake study at colleges.

(2)

In any year there shall be awarded such number of scholarships as the Minister directs.

(3)

The Director-General shall pay on behalf of the holder of a scholarship—

(a)

his fares to and from the college at which he is enrolled; and

(b)

his tuition, boarding, and examination fees at that college; and

(c)

medical expenses, and expenses relating to medical insurance, incurred during his tenure of the scholarship (not exceeding Sterling £25 in the aggregate).

(4)

The Director-General shall pay to the holder of a scholarship during the tenure of that scholarship—

(a)

a subsistance allowance at the rate of Sterling £450 per year; and

(b)

a clothing and laundry allowance at the rate of Sterling £205 per year; and

(c)

a personal allowance at the rate of Sterling £205 per year.

4 Eligibility for award of scholarships

No person shall be awarded a scholarship who—

(a)

is not at the time of its award a New Zealand citizen enrolled at a secondary school; or

(b)

on 1 September in the year of application will not be between the ages of 15 years 6 months and 17 years 6 months.

5 Applications

(1)

Every application for the award of a scholarship shall be made on a form prepared by the Committee.

(2)

The Director-General shall in February of each year in which the Minister has directed that 1 or more scholarships be awarded, or such later time as forms and circulars are provided by the Committee, send to all secondary schools copies of the application form and an information circular relating to the scholarships.

(3)

Before 1 March in every such year, the Director-General shall by notice in the Education Gazette advertise the availability of scholarships.

6 Award of scholarships

(1)

In any year, scholarships shall be awarded, before 1 June in that year, by a panel nominated by the Committee, and approved by the Director-General, in that behalf.

(2)

In any year the panel shall not consider any application received by it after 1 April in that year.

(3)

Subject to subclause (2) and to regulation 4, the panel shall award scholarships to those applicants who, in its opinion, demonstrate the most satisfactory combination of high academic ability and all-round interest in sporting, cultural, and community activities.

7 Tenure of scholarships

(1)

Subject to subclause (2), every scholarship shall be tenable for a period of 2 years commencing on 1 September in the year in which it is awarded.

(2)

Where the Director-General or the Committee has received from the college at which any holder of a scholarship is enrolled an unfavourable report concerning the attendance, diligence, conduct, or progress of that holder, the Director-General may, after consultation with the Committee, reduce the tenure of that scholarship to 1 year, or terminate it.

8 Course of instruction and examination

During the tenure of a scholarship, its holder shall attend a college chosen by the Committee and there be prepared for the International Baccalaureat examination which, subject to regulation 7(2), he shall take at the end of his tenure of the scholarship.
