This order is made under section 51(3)(a) of the Public Service Act 2020 on the advice and with the consent of the Executive Council.
Order
1 Title
This order is the Public Service (Chief Executive for the Government’s Response to the Royal Commission’s Report into Historical Abuse in Care) Order 2024.
2 Commencement
This order comes into force on 14 October 2024.
3 Interpretation
In this order,—
Crown Response Office means the unit set up to co-ordinate the Government’s response to the Royal Commission of Inquiry into Historical Abuse in State Care and in the Care of Faith-based Institutions
report means the report of the Royal Commission of Inquiry into Historical Abuse in State Care and in the Care of Faith-based Institutions, Whanaketia—Through Pain and Trauma, from Darkness to Light, presented to the Governor–General in June 2024.
4 Principal Act
Clause 5 amends the Public Service Act 2020.
5 Schedule 5 amended
In Schedule 5, insert in its appropriate alphabetical order:

6 Functional chief executive role of Chief Executive for the Government’s Response to the Royal Commission’s Report into Historical Abuse in Care
For the purposes of section 51(4)(a) to (c) of the Public Service Act 2020,—
(a)
the designation of the functional chief executive role to which this order relates is Chief Executive for the Government’s Response to the Royal Commission’s Report into Historical Abuse in Care; and
(b)
the department that will be the host department for that role is the Public Service Commission; and
(c)
the particular functions of the role to be carried out within the host department are leading, co-ordinating, and overseeing the Government’s ongoing response to, and implementation of, the report’s agreed recommendations, and those functions include, but are not limited to,—
(i)
advising ministers, public service agencies, and other government organisations on the policy implications of the report and on the implementation of the report’s agreed recommendations; and
(ii)
co-ordinating delivery by public service agencies and other government organisations of the Government’s commitments in its response to the report, with a focus on ensuring that the Government’s commitments are delivered effectively and in a timely manner; and
(iii)
monitoring and reporting on progress made by public service agencies and other government organisations in delivering their respective commitments as part of the Government’s response to the report; and
(iv)
leading the work of the Crown Response Office, including supporting the group of responsible chief executives established in the Government’s response to the report and engaging with survivors of historical abuse in care and other stakeholders.

Explanatory note
This note is not part of the order but is intended to indicate its general effect.
This order, which comes into force on 14 October 2024, is made under the Public Service Act 2020 (the principal Act). The order relates to the establishment of a new functional chief executive role, designated as the Chief Executive for the Government’s Response to the Royal Commission’s Report into Historical Abuse in Care, to be hosted by the Public Service Commission.
The order amends the principal Act by inserting the name of the new role and that of its host department into Schedule 5 (functional chief executives and host departments). In accordance with section 51(4) of the principal Act, the order also sets out the particular functions of the role to be carried out within the host department.
